If you are asking about the decades. I would give it to the 70s. The last 1/2 of 70s and first 1/2 of 80s are equal in my books. But the early 70s, while not as good as the later 1/2, still completely blows away the last 1/2 of the 80s (given the dreg that was usually on the charts then -- still some good songs). Will see how this works out on a song by song basis.

1. Jennifer Warnes "Right Time of the Night" vs. Missing Persons "Words"
2. George Harrison "What is Life" vs. U2 "Sunday Bloody Sunday"
3. The Police "Walking on the Moon" vs. Toto "Africa"
4. ELO "Mr. Blue Sky" vs. Julian Lennon "Too Late for Goodbyes"
5. Bob Dylan "Shelter from the Storm" vs. Thompson Twins "Hold Me Now"
6. Bo Donaldson "Billy Don't Be a Hero" vs. Def Leppard "Photograph"
7. Doobie Brothers "Listen to the Music" vs. Icehouse "Electric Blue"
8. Rod Stewart "Maggie May" vs. Herbie Hancock "Rockit"
9. Jackson Five "Dancing Machine" vs. Juice Newton "Angel of the Morning"
10. James Brown "Get on the Good Foot" vs. Golden Earring "Twilight Zone"
11. Heart "Barracuda" vs. Paul Davis "65 Love Affair"
12. Bee Gees "Tragedy" vs. The Pointer Sisters "Jump (For My Love)" (tough one)
13. Supertramp "Goodbye Stranger" vs. Tommy Tutone "867-5309"
14. Meat Loaf "Two Out of Three Ain't Bad" vs. The Waitresses "I Know What Boys Like"
15. Eagles "I Can't Tell You Why" vs. Kool & The Gang "Celebration"
16. Carly Simon "You're So Vain" vs. Cutting Crew "I've Been in Love Before"
17. Terry Jacks "Seasons in the Sun" vs. Crosby, Stills, Nash "Southern Cross" (another tough one)
18. Betty Wright "Clean Up Woman" vs. Boy Meets Girl "Waiting for a Star to Fall" (don't like either)
19. The Who "Who Are You" vs. Phil Collins "In the Air Tonight"
20. Peaches & Herb "Reunited" vs. Rob Base and DJ E-Z Rock "It Takes Two"
21. Foreigner "Double Vision" vs. Billy Joel "You May Be Right" (really tough one)
22. James Taylor "Your Smiling Face" vs. Sammy Hagar "Your Love is Driving Me Crazy"
23. Neil Young "Cortez the Killer" vs. Guns 'N Roses "Sweet Child O' Mine"
24. Chicago "I've Been Searching So Long" vs. The Kinks "Come Dancing"
25. Edgar Winter Group "Free Ride" vs. Billy Ocean "Loverboy"
26. Eric Clapton "Lay Down Sally" vs. Journey "Don't Stop Believin'" (another tough choice)
27. Three Dog Night "Shambala" vs. Huey Lewis & The News "Working for a Living"
28. Kiss "Rock and Roll All Nite" vs. Loverboy "When It's Over"
29. The Spinners "Rubberband Man" vs. Stray Cats "Stray Cat Strut"
30. Firefall "Just Remember I Love You" vs. Billy Idol "Mony Mony"

15 for the 70s
14 for the 80s
1 no decision.
Some of those choices were so close for me, this is a virtual tie.

29. The Spinners "Rubberband Man" vs. Stray Cats "Stray Cat Strut" Tie
30. Firefall "Just Remember I Love You" vs. Billy Idol "Mony Mony"

Generally it's the 80's.
Some of the songs I voted against, I voted against just because I'm so tired of hearing them. Some, if they picked a different song by the same artist, my vote would have been different.
70's - 10
80' s 20
Tie - 1

Analysis:

Some of my picks were just based on which song I was most tired of hearing.

1970's vs. 1980's
1. Jennifer Warnes "Right Time of the Night" vs. Missing Persons "Words"

This is a great, sultry love song from the '70s.

2. George Harrison "What is Life" vs. U2 "Sunday Bloody Sunday"

Clearly, Sunday Bloody Sunday is a classic anthem, and I respect the song. I just like What is Life better. Great weepy guitar work by George.

3. The Police "Walking on the Moon" vs. Toto "Africa"

Less tired of Toto than the Police. Either song is equally adequate.

4. ELO "Mr. Blue Sky" vs. Julian Lennon "Too Late for Goodbyes"

Mr. Blue Sky is a pop masterpiece; Julian's song was an annoying VH1 hit.

5. Bob Dylan "Shelter from the Storm" vs. Thompson Twins "Hold Me Now"

How do you pick the freaking Thompson Twins over Dylan? Just the memories I associate with both songs.

6. Bo Donaldson "Billy Don't Be a Hero" vs. Def Leppard "Photograph"

Billy Don't Be a Hero is the '70s at their worst; Photograph is a hair metal staple.

7. Doobie Brothers "Listen to the Music" vs. Icehouse "Electric Blue"

Electric Blue was annoying '80s FM pop, while I remember dancing with my father to the Doobies playing on his reel to reel tape machine in our home when I was very little.

8. Rod Stewart "Maggie May" vs. Herbie Hancock "Rockit"

Rockit is brilliant, but Maggie May connects with me more, even though I've heard it 10,000 times.

9. Jackson Five "Dancing Machine" vs. Juice Newton "Angel of the Morning"

Don't squeeze the Juice. Or do.

10. James Brown "Get on the Good Foot" vs. Golden Earring "Twilight Zone"

JB is the man, but if I had to pick one to hear over and over again forever on a desert island, it would probably be Golden Earring and not JB.

11. Heart "Barracuda" vs. Paul Davis "65 Love Affair"

Barracuda is a classic rock masterpiece; Heart at the finest. But '65 Love Affair holds a special place in my Saturday morning Top 40 countdown memories of youth.

12. Bee Gees "Tragedy" vs. The Pointer Sisters "Jump (For My Love)"

I just want to punch a Bee Gee in the face.

13. Supertramp "Goodbye Stranger" vs. Tommy Tutone "867-5309"

Not Supertramp's best song. Most any other hit and they'd win this one.

14. Meat Loaf "Two Out of Three Ain't Bad" vs. The Waitresses "I Know What Boys Like"

Gotta go with The Loaf over more '80s pop nonsense.

15. Eagles "I Can't Tell You Why" vs. Kool & The Gang "Celebration"

I've never heard I Can't Tell You Why played at the roller skating rink. Next question.

16. Carly Simon "You're So Vain" vs. Cutting Crew "I've Been in Love Before"

You're so Vain for the Mick Jagger backing vocals alone. And Carly Simon was hot.

17. Terry Jacks "Seasons in the Sun" vs. Crosby, Stills, Nash "Southern Cross"

I was wrong. Terry Jacks is the worst of the '70s.

18. Betty Wright "Clean Up Woman" vs. Boy Meets Girl "Waiting for a Star to Fall"

I really wanted to vote "PASS" on this one.

19. The Who "Who Are You" vs. Phil Collins "In the Air Tonight"

Two words: Miami Vice.

20. Peaches & Herb "Reunited" vs. Rob Base and DJ E-Z Rock "It Takes Two"

There were several Peaches in Herb's fruit basket. However, Rob Base and E-Z Rock provided the soundtrack to a million frat party hookups. Edge: Base.

21. Foreigner "Double Vision" vs. Billy Joel "You May Be Right"

Two equally adequate songs. Billy Joel is more fun to sing.

22. James Taylor "Your Smiling Face" vs. Sammy Hagar "Your Love is Driving Me Crazy"

I like both of these a lot. Tossup.

23. Neil Young "Cortez the Killer" vs. Guns 'N Roses "Sweet Child O' Mine"

Neil Young is whiny bitch. Axl Rose is a whiny bitch in a band with Slash.

24. Chicago "I've Been Searching So Long" vs. The Kinks "Come Dancing"

One of the Kink's finest songs, melodic and poignant, and not reliant on another guitar riff that sounds like every other riff they ever played.

25. Edgar Winter Group "Free Ride" vs. Billy Ocean "Loverboy"

Billy Ocean isn't worthy of holding Edgar Winter's jock strap, but who can resist the delicious intro to Loverboy?

26. Eric Clapton "Lay Down Sally" vs. Journey "Don't Stop Believin'"

Lay Down Sally is one of the best songs ever, but Don't Stop Believen' is full of over-the-top '80s hair-tossing, air guitaring and groin posturing.

27. Three Dog Night "Shambala" vs. Huey Lewis & The News "Working for a Living"

Wash away my troubles, wash away my pain, with the rain in Shambala. Huey's greatest hits were either on "Sports" or might have been "Do You Believe in Love?"

28. Kiss "Rock and Roll All Nite" vs. Loverboy "When It's Over"

I hate Kiss, but this is a terrible Loverboy song. The kid was not hot tonight on this track.

29. The Spinners "Rubberband Man" vs. Stray Cats "Stray Cat Strut"

I'm a sucker for a good Motown tune. And Brian Setzer does songs like Stray Cat in his sleep.

30. Firefall "Just Remember I Love You" vs. Billy Idol "Mony Mony"

Mony Mony--the anthem to every drunken high school vomit fest in the '80s.

Analysis:
Rather than reiterate your analysis, I'll just say that I agree with you, with the following exceptions:

1. Jennifer Warnes "Right Time of the Night" vs. Missing Persons "Words"
"Words" is one of the best songs of the 80's.

9. Jackson Five "Dancing Machine" vs. Juice Newton "Angel of the Morning"
The fact that "Angel" is a cover tips it to J5.

11. Heart "Barracuda" vs. Paul Davis "65 Love Affair"
I have no place in my heart for "65".

12. Bee Gees "Tragedy" vs. The Pointer Sisters "Jump (For My Love)"
"Jump" is an incredibly annoying song.

13. Supertramp "Goodbye Stranger" vs. Tommy Tutone "867-5309"
The Tutone song is a classic, but objectively it's crap.

15. Eagles "I Can't Tell You Why" vs. Kool & The Gang "Celebration"
Every wedding and Bar-Mitzvah I've been to has beaten "Celebration" to death.

18. Betty Wright "Clean Up Woman" vs. Boy Meets Girl "Waiting for a Star to Fall"
Never heard the 2nd song, didn't like the sample I pulled-up.

25. Edgar Winter Group "Free Ride" vs. Billy Ocean "Loverboy"
Close call, but I went the other way.

27. Three Dog Night "Shambala" vs. Huey Lewis & The News "Working for a Living"
If it were "Do You Believe in Love?" or any other sappy shit from HL&TN, I would've picked 3DN.

29. The Spinners "Rubberband Man" vs. Stray Cats "Stray Cat Strut"
Very close call for me, both are good tunes, but "Stray" is the bigger hit.

30. Firefall "Just Remember I Love You" vs. Billy Idol "Mony Mony"
That Firefall song sucks balls.

Some great 70's songs, but I prefer the 80's.

70's - 9
80's - 21

These are easy.

1. Jennifer Warnes "Right Time of the Night" vs. Missing Persons "Words"

Both suck.

2. George Harrison "What is Life" vs. U2 "Sunday Bloody Sunday"

"What is Life". U2 sucks.

3. The Police "Walking on the Moon" vs. Toto "Africa"

Both suck.

4. ELO "Mr. Blue Sky" vs. Julian Lennon "Too Late for Goodbyes"

"Mr. Blue Sky". One of the best songs ever created.

5. Bob Dylan "Shelter from the Storm" vs. Thompson Twins "Hold Me Now"

Both suck.

6. Bo Donaldson "Billy Don't Be a Hero" vs. Def Leppard "Photograph"

Both suck.

7. Doobie Brothers "Listen to the Music" vs. Icehouse "Electric Blue"

"Listen to the Music", but the Isley Brothers version is better.

8. Rod Stewart "Maggie May" vs. Herbie Hancock "Rockit"

"Rockit", I guess.

9. Jackson Five "Dancing Machine" vs. Juice Newton "Angel of the Morning"

"Dancing Machine".

10. James Brown "Get on the Good Foot" vs. Golden Earring "Twilight Zone"

I distinctly remember eating a giant Kit Kat when those were first released while listening to "Twilight Zone" and driving to a tympani lesson. "Get on the Good Foot" is superior.

11. Heart "Barracuda" vs. Paul Davis "65 Love Affair"

"Barracuda". Never heard of the other one.

12. Bee Gees "Tragedy" vs. The Pointer Sisters "Jump (For My Love)"

Both suck.

13. Supertramp "Goodbye Stranger" vs. Tommy Tutone "867-5309"

Supertramp is the shit. Tommy Tutone is annoying.

14. Meat Loaf "Two Out of Three Ain't Bad" vs. The Waitresses "I Know What Boys Like"

Gotta be Meat Loaf.

15. Eagles "I Can't Tell You Why" vs. Kool & The Gang "Celebration"

"Celebration". Eagles suck.

16. Carly Simon "You're So Vain" vs. Cutting Crew "I've Been in Love Before"

"You're so Vain". Never heard of the other one.

17. Terry Jacks "Seasons in the Sun" vs. Crosby, Stills, Nash "Southern Cross"

Both suck.

18. Betty Wright "Clean Up Woman" vs. Boy Meets Girl "Waiting for a Star to Fall"

Never heard of either one.

19. The Who "Who Are You" vs. Phil Collins "In the Air Tonight"

Gated toms are cool, but not as cool as The Who.

20. Peaches & Herb "Reunited" vs. Rob Base and DJ E-Z Rock "It Takes Two"

Don't care.

21. Foreigner "Double Vision" vs. Billy Joel "You May Be Right"

Not a great Billy Joel song, but I hate Foreigner, so Billy Joel wins by default.

22. James Taylor "Your Smiling Face" vs. Sammy Hagar "Your Love is Driving Me Crazy"

"Your Smiling Face". Never heard the other one.

23. Neil Young "Cortez the Killer" vs. Guns 'N Roses "Sweet Child O' Mine"

"Cortez the Killer". There was always something embarrassing about Guns 'N Roses.

24. Chicago "I've Been Searching So Long" vs. The Kinks "Come Dancing"

"Come Dancing". Great song.

25. Edgar Winter Group "Free Ride" vs. Billy Ocean "Loverboy"

"Free Ride"

26. Eric Clapton "Lay Down Sally" vs. Journey "Don't Stop Believin'"

"Lay Down Sally". Journey sucks so hard.

27. Three Dog Night "Shambala" vs. Huey Lewis & The News "Working for a Living"

"Shambala". Huey Lews sucks.

28. Kiss "Rock and Roll All Nite" vs. Loverboy "When It's Over"

"Rock and Roll All Nite". Loverboy sucks.

29. The Spinners "Rubberband Man" vs. Stray Cats "Stray Cat Strut"

"Rubberband Man". Stray Cats are a sin against nature.

30. Firefall "Just Remember I Love You" vs. Billy Idol "Mony Mony"

Both suck.
