Hope there's no penalty for reopening an 8 year old thread (guess no one here cares too much about 90s pop!), but...

While I was analyzing 1989 for the VJ Big 40, I kept going past December into 1990 for the heck of it. A lot of wild guesswork, hunches, and whatever. But here's my uneducated shot at listing all of the #1 hits of 1990 in order. I'm sure it's quite wrong!

EARLIER
Janet Jackson "Rhythm Nation"
James Ingram "I Don't Have The Heart"
Nelson "Can't Live Without Your Love & Affection"
Madonna "Vogue"
Alannah Myles "Black Velvet"
Janet Jackson "Black Cat"
Sinead O'Connor "Nothing Compares To You"
Glenn/Bobby "The Girl Ain't Worth It"
Mariah Carey "Vision Of Love"
C & C Music Factory "Everybody Dance Now"
MC Hammer "U Can't Touch This"
Roxette "Joyride"
Wilson Philips "Hold On"

Roxette "It Must Have Been Love"
NKOTB "Step By Step"
C & C Music Factory "Here We Go"

LATER
Jon Bon Jovi "Blaze Of Glory"
Wilson Philips "You're In Love"

If we go solely by chart position, the biggest song of 1990 was Because I Love You by Stevie B. It spent four weeks at number one, ten weeks in the top 10, 16 weeks in the top 40 and 23 weeks on the Hot 100. Stevie B (Steven Bernard Hill) had seven other top-40 hits. Quick, see how many you can name!

I'm waiting. :p

Some of those songs were indeed #1s in 1990. The ones that were I think are not in the right position on your list. None of your spoilers could have been #1 regardless which week they would pick.

That was not the #1 song of 1990 however. And the way billboard works, that song would be considered 1991. It was also not the #1 song of 1991. #1 song of 1990 was "Hold On" by Wilson Phillips spending a whopping 1 week @ the #1 position. The #1 song of 1991 was "(Everything I Do) I Do It For You" by Bryan Adams spending 7 weeks @ the #1 position.

Because I Love You was number one in December 1990. As IRBS points out, Billboard's annual lists of the Top 100 songs do not cover the entire calendar year. For example, the 2020 Top 100 uses data from November 23 2019 to November 14 2020. (Blinding Lights by The Weeknd was number one.) The Stevie B song did not appear on Billboard's Top 100 for 1990. It was ranked #12 on the Top 100 for 1991. I prefer to go by the calendar year, not the "Billboard year" – and thus, Because I Love You was the top song of 1990.

It's also why you won't find "Physical" by ONJ on the 1981 year end charts instead 1982. And why "Another One Bites The Dust" is in 1981 and not 1980.

And Paul McCartney's Figure Of Eight stalled at #92 in January 1990. It did much better on the mainstream rock chart, though, reaching #8. Top-40 stations in 1990 didn't play McCartney. In fact, Paul had only two other Hot 100 hits in the decade: Hope Of Deliverance reached #83 in 1993 and The World Tonight with Jeff Lynne got to #64 in 1997. Figure Of Eight should have been a much bigger hit – but top-40 radio was more obsessed with Mariah, Janet, Vanilla Ice, Michael Bolton and Bel lBiv DeVoe.
