My cable company recently started putting a cap on bandwidth 250G per month. Since they started this (in June) last month and this month it misses a few days of counting the data used, and then will start back up again. Should I call and ask them whats up? We never go over our cap we only use about 50G per month. I just dont want them to mess anything up. (like most cable providers do) Funny thing for a year before they started the cap, they started showing us the data and NEVER missed a day of recording it. Go figure.

I'd ignore it until they contact you. They announced this stuff nearly 10 years back and most haven't ever been able to get the bandwidth meters working so you could tell what your current usage is. For the most part, unless you're downloading Blu ray movies 24/7 via bitTorrent, they don't care.
