Four new NHL expansion teams? Vegas, Seattle, Toronto and Quebec by 2017: Report | Puck Daddy - Yahoo Sports
theScore - NHL denial.
If the NHL expands or doesn't expand, this what the future divisions could look like?
Eastern - Atlantic
Toronto 2nd team
Eastern - Metropolitan
Western - Central
Western - Pacific
I read rumors that Kansas City, Las Vegas, Quebec, Seattle and Toronto 2nd franchise, could land the possible expansions teams, that 5 cities and 4 teams. The Pacific would be crowded with 10 teams and somebody would have to move to the Central.
Quebec needs a team. (But thanks for the Avalanche)

NHL expansion process opens to sort out dreamers from serious applicants | Puck Daddy - Yahoo Sports
Well the NHL expansion doors have opened and the NHL will be receiving some bids soon probably from Seattle, Las Vegas, Quebec City, Toronto and Kansas City.
Las Vegas should have an outdoor game. The ice crew would be going out of their minds.
That would be funny to see, I'm waiting for one of those stadium series games come to Phoenix. Just imagine skating and in this weather, but I know they will probably not have one here.

Seattle NHL expansion owner won’t submit bid: Reports | Puck Daddy - Yahoo Sports
It just takes a lot of money to keep the chillers running to keep up with the heat.
Sounds like only two proposals were received. One from Quebec City and one from Las Vegas. Nothing from Seattle or a potential second team in Toronto. If both are accepted, then there would be 17 Eastern teams and 15 Western.
Building a new arena in Seattle just guarantees that that major earthquake will hit.
It will be like all of those disaster movies. Everyone is excited about the arena, big ribbon cutting ceremony, the mayor makes a speech, marching bands, everyone is happy, the first puck drops, then BOOM, a 9.6 earthquake happens. Meanwhile, the contractor that skimped on the welds for the roof trusses starts to panic.
If the NHL does expand to Las Vegas and Quebec City, there some talks that Quebec City might play in the Western Conference for a while, but geography wouldn't make any sense.

Because the NHL doesn't want to move Detroit or Columbus to the western conference.
