And it was inspired by this:
Virginia law allows people to legally be declared a drunk. Two-thirds are in Virginia Beach.
You can be labeled a "habitual drunkard" in VA. Haha!
The article seems to make it out to be a bad law and I guess if it doesn't really decrease drunk driving it's kinda pointless but at the same time it seems fair enough to me. After a couple offences you may be crowned the tital of habitual drunkard and if you are caught with a beer after that you can go to jail. These people know they are the literal town drunk and know what can happen to them. If they choose to continue to break the law then I don't feel bad for them.
