thats sad cause some of those frames look like they were going to be really beautiful.
we had something similar down here. this nice 5 apartment building complex lost its funding half way through construction so for like 3 years the concrete shell just stood there, unused, in the heart of a pretty nice downtown area. they finally changed owners and the place got finished and looks nice now but it was a long time coming.
